On April 14, 2025 Brandy Lakusta pleaded guilty to 2(1) of the Animal Protection Act (APA) and received a $1,000 fine.
Peace officers responded to complaints at Ms. Lakusta’s grandfather’s house where they found 31 cats living in the garage without proper care.

(a) deprived of adequate shelter, ventilation, space, food, water or veterinary care or reasonable protection from injurious heat or cold,
(b) injured, sick, in pain or suffering, or
(c) abused or subjected to undue hardship, privation or neglect.

A stray animal may or may not have an owner or caretaker, and is wandering at large (off the owner or caretaker’s property).
